Target

To help social economic vulnerable residents, so they can make themselves financially self-reliant and independent so they can request and use DigiD applications.

Sometimes it appears difficult by several Living to involve the audience with the projects. The question asked by ASC to HvA master students Urban Management was to investigate possible incentives that work with end users to increase their involvement. Also looking at the development of the triple helix approach of co-creation and with new partners and target groups for ASC.

 Another starting point is chosen to start the Living Lab. For research has shown that often a problem statement or project exists and then end users/residents for participation at the project is wanted, with varying results. The students have therefore chosen to gauge the needs and contents among residents to build a living lab around it. The end user Central is the credo. There is also chosen to develop a different type of target group by this living lab. These are vulnerable residents. Residents who are less financially self-reliant and therefore often ask for help for example by requesting additional payments and doing tax return. It has emerged that residents have a lot of trouble with the applications and use the DigiD code. The preliminary investigation also showed that it was difficult to approach the vulnerable target Group and to get involved directly in possible living labs. This had mainly to do with ' trust '. It turned out that resident are more likely to participate if they do it with a well-known persoon. Therefore there is chosen to approach the social institutions in order to better reach this audience and involve them to be fellow designers by the DigiLab making a seriousgame that should lead to and users who can learn to deal with requesting and using DigiD.

In the next stage there is a DigiLab set up by including civil society Eigenwijks and SEZO/Vrouw & vaart. A more detailed analysis is also made of the vulnerable target group. From this analysis came older native seniors, younger immigrants women 35 + and older migrants emerged as vulnerable groups. There has been chosen to work with older indigenous seniors and younger immigrant women to be involve at the DigiLab and join them into thinking and designs according the storyboard method. With these target groups are four co-creation sessions planned. Three have been carried out. During these three sessions there is taken a lot of input How a seriousgame should comply. With this input there is worked out a Storyboard/roadmap. In the last co-creation session we will present the storyboard to the group and possibly finetuning the proces.

The conditions for a successful Living Lab, from the quadruple helix approach, are:

1.Gaining trust with the target group, by using key figures and to use existing (social and (semi-) professional) networks.

2. The target group from the start as a starting point and put in central from beginning to end.

3. Choosing a theme which the target group has an actual emergency.

4. Using the FUN factor in the design, and replace creative sessions due to ‘new’, have it done by unkown people for the target group (eg from ASC), so as to minimize possible steering caused by advocacy and the approach is as neutral as possible, whereby the input of the target is 100% leading to the design.

5. Collaborate with unexpected partners, provides creative results and a broader capacity of the project, which reinforced the feasibility of implementation and scale.

The conditions for a successful serious game in the field of DigiD, for the target group, who have little experience with the computer, and / or running against a language barrier and become (less) self-reliant through digitization and become dependent on an informal or professional network. With consequences for the security of personal data privacy


The final result should be a proposal of a serious game, in which the steps are logged, so that residents can apply for a DigiD code and use it. There are now also meetings with the tax authorities to see if they will be a partner in the sequel and the game in co-creation can be devolped and offered to the target group or to be acces to alle the Dutch residents.
